I summoned Zvi Hurwitz [Gilat], Eliahu Cohen [Ben-Hur]'s deputy, and told him that until the Training Department has a new manager [commander], he would take over the work of the Training Department from Eliahu, because as of July 1 [the date of his letter of resignation] Eliahu is no longer head of the Training Department.

         The following courses are now underway: 225 men in a 30-day platoon commanders course - the instructor is Hillel Pepperman [sp.]; 45 men in a snipers course - the instructor is Alex Yelishevitz [Eliraz]; 13 men in a course on mortars (up to 3") - the instructor is Yehuda Friedberg [Prihar]; a course for [heavy] machine [gun] officers - the instructor is Amos Rosenberg supervised by [Ze'ev] Borovsky [Bar-Sever]; 60 men in a course for physical training instructors, 14-30 days.

         - Zvi Ayalon has finally turned up. He delivered the order of appointments. He explained that he's not refusing to accept the appointment, but it seems to him that he's being given a command post based on lack of confidence in his work at the Staff. When I corrected his misperception, he stated that he would, of course, accept the command, but he suggests clarifying [the matter] with the Staff personnel.

         - I received a negative response from Yigael [Yadin] via a messenger. He stands by his resignation.

         - At ten a government meeting.

         - Yosef R. [Avidar] arrived as evening approached. He'd consulted with Ya'akov [Dori] and they concluded that when the war resumes we should take the initiative, and [he proposes that Mordechai] Makleff transfer to the Jerusalem Front as operations officer under Yigal Allon. At present there is no need for a front in the Negev, and for now Shimon [Avidan] will supervise there. In a week or two Yigal [Allon] will transfer to the Negev; regarding the Staff - postpone the transfer of Zvi [Ayalon] for a few days; he'll continue [to work on] coordination, and during this week Yosef [Avidar] will work on preparations for the war campaign - organizing sub-bases because in the meantime food deliveries to Jerusalem have depleted the warehouses; postpone the transfer of Lehrer [Zadok] to the Training Department until Shlomo [Shamir] has a grasp of things in the Personnel Department; if Moshe Dayan doesn't arrive immediately, someone else should be appointed right away, or David [Shaltiel] should be tasked with continuing to oversee the arrangements [in Jerusalem].

         It's necessary to resume my meetings with the department heads.
