{P001} {0134-49} 13.11.1936 עם בוא הועדה המלכותית מתחילה התקופה השניה של "המאורעות". כאשר ציינתי בכינוס האחרון (יום לפני בוא הועדה) עתידה הועדה לפרש את סמכותה באופן הכי רחב. בנאום "We have, - . הפתיחה הודיע לורד פיל בדברו על ההוראות of course, no authority to exceed them, but the terms themselves are very wide and we inted to interpret them in a broad and comprehensive manner." "הממשלה תעשה מאמצים גדולים להביא את הערבים לביטול החרם, וא.ג. מציע כבר להזמין את המלכים לטעון בפני הועדה בתורת פיוס. זו אינה הסכנה היחידה והקטנה ביותר. הנציב מבאר את המהומות כתוצאה מוכרחת ממדיניות הבית-הלאומי ומהתרחבות העליה, והוא מוכיח לועדה שכל העם הערבי בארץ עומד אחרי המנהיגים במלחמתם. שתי השנים שעברו היו שנות תסיסה בלתי פוסקת, והוויכוח בשני הבתים עם המועצה המחוקקת, "שהושפע ע"י הציונים" הגדיל את המרירות". הזקן מצא לו הזדמנות לגבות חובות, והציונים יבואו על ענשם. בהסברתו על "עילות המהומות" הוא כותב " - [ קטע באנגלית, ראה מקור מודפס ] : who is old lt can safely be said that every Arab in Palestine, enough to understand, is afraid that in a few years immigration goes on at the rate of the last three years the country will be swamped with fews. They fear that within the next 15 or 20 years the fews will equal and then surpass their numbers, and long before their numbers are equal the Arabs feel that they will be submerged {0134-50} politically, economically and socially. Politically they will become a minority, after having enjoyed a majority status for centuries. Economica1ly they will be custed out of the best positions and will lose their land. Socially they will be neg- ligible. Many even fear that their holy Places and their religion will be edangered - - -. Whether the fear was justified or not, it was genuine by felt by all Arabs. This fact accounts for the spontaneous and general character of the disturbances . Very little organisation was necessary... {0134-51} [ קטע באנגלית, ראה מקור מודפס ] הנחות אלה מבוססות ביתר הרחבה בחומר שהוגש לועדה על המאורעות הפוליטיים בשנות 1935-6 "עד ערב המהומות". אולם הזקן בעצמו כתב ללונדון באיגרת מיום the general feeling of peace and security - : i935 8 מארס has steadily improved during the course of the last three years" הססטיססיקה הקרימינלית עד סוף 1934 מאשרת indictable offences 4,133 - 1932-זאת (כך כותב הזקן) : ב ב1934- רק 2,172. באותה איגרת כתב הזקן : - "I am confident that there will be no future disturbunces or acts of violence against the forces of the govt." איגרת זו ראה גם השופט הראשי (מקדונל) ואישר אותה. ואשר לעובדה כי כעבור 13 חודש פרצו מהומות - הוא כותב בהתנצלות : - "It is true that disturbances broke out some 13 months after had made the statements quoted above. But I do not think that human prescience could have forseen those events which might indeed in certain circumstances have been avoided".
