My feeling is in favour of continuing the Br. man. and the association of the U.S.A. with it if necessary, and with constitutional changes, giving an equal position to the two communities in the adm. and legisl. institutions of the country. The question of immigration should, I suggest, be left to the Br. and Amer. governments jointly, after consulting the communties and studying openings for further development and progress.
