Ziama and E. Peri came.

         Ziama requests a budget of 20,000 per month, otherwise he can’t do anything. Sources: taxes (5,000 per month, more than 40,000 member[s]), overseas institutions. In my opinion depends on Hillel, Gad, Eliezer, [Jacob] Efter [director general of HaMashbir HaMerkazi, the main wholesale supplier for consumers' cooperatives and labor settlements]. There’s activity among the youth that’s aimed against the “universality” of HaTnua HaMeuhedet [a youth movement]. Members are being recruited for the Histadrut executive committee. Menahem is going to leave, because the situation in Hever HaKvutzot [a kibbutz movement] (according to him in all the kibbutzim) is very critical. He’s complaining about the generation: its workers are foreign, the attitude towards Herut and the Soviet Union is defeatist, a deficit of 7000 per month is not bearable, a system is needed. There’s a group of young people comprising 15 who are able to do something about the matter.

         I told him that I view the mobilization of industry workers as central and the fortification of the wage workers’ power as a matter of the state, the Histadrut, and the party [?]. The matter of wage workers is in the hands of the wage workers – that is, a national organization of industry workers (same as the labor-affiliated farmers have). The executive committee’s approach to the wage worker should not go beyond [its approach] to the labor-affiliated farmers.

         El[iezer] Peri brought up these matters: 1) Discussion of the defense budget with E. Kaplan, Ya’akov, and Yadin this week. 2) Discussion of the military industry with Hillel Cohen. If H.R. [?] goes – to take F. Lederer or Y. Shapira in his place. 3) Discuss with Ya’akov whether F. Lederer is suitable for the Personnel Department. 4) To proceed with or to cancel the military delegation abroad. I decided to recall it immediately. 5) Expediting the matter of a naval commission (Shaul, Bahir, Shalom Eshet, M. Mardor [Munya Meridor?]). 6) A decision regarding the youths [born in] 1931 – [their] release [from military service] until they complete their studies. 7) I. [Isser?] Ben-Zvi wants to leave – need to speak with him. 8) To proceed with or abolish the military government. In my opinion it should be abolished in part – in Jaffa and maybe also in Nazareth. 9) The discharge of General Ratner – I agree to this. 10) A review of Gadna [Youth Battalions] matters – what will remain part of the army and what will be transferred to the Ministry of Education. I’ll discuss this with Zalman. 11) Who will replace Zabar [Zabrasky?] as defense treasurer. Proposals are for Isserzon or Schreiber. 12) Parents who lost their sons want to establish a memorial for fallen soldiers – I’ll receive a delegation when I return to work. Need to grant distinction and make the necessary allowances – for bereaved mothers. 14) [sic] In whose name will the military property be registered – in the name of the Defense Ministry. 15) [sic] Regarding the granting of distinction to Haganah members, I propose 4 ranks [?]: for those [born in] 1936, 1929, Tel Hai men – for HaShomer and its predecessors. 15) Should Marcus Sieff be invited here? 16) Should Sa’adia Shoshani be invited – [he’s?] positively inclined. Should Buxbaum be invited? I’ll meet with him. 17) If Y. Shapira doesn’t join [the Ministry of] Trade and Industry – he’ll be invited into the military industry. 18) Yizraeli needs to return to Afikim. Becker – to the executive committee. Yaakovson will reassess his position. Rabinov will take Y. Amir’s place if Amir goes to Shaul. A position an army needs to be found for Avner. This should be discussed with Ya’akov. 18) [sic] Need to appoint a committee to assess the state and needs of the Air Force. 19) Perlson proposes engaging Zvi Schwartz [sp.] in service of the state.
