[There’s] an order from Australia [for] 200,000 pairs (?) [of shoes]. – [Pinchas] Rosenblüth and [Y. S.] Shapira – regarding the committee of three on acts committed against Arabs [in the operations of October and November]. Rosenblüth asks whether to use the existing Mandatory law or to create a special law. Shapira has already prepared a proposal – to give the committee legal validity. I objected to the law – it’s not necessary, and if it is necessary – the committee will have a different composition. Either Rosenblüth by himself, or a different committee. I expressed my sorrow that so far the committee hasn’t done anything, and I gave Rosenblüth material; I also promised him Haim [Laskov]’s report. – [Aharon] Singalovski came to see me. He’d been here 46 years ago, as a child of 9 or 10, and he remembers Jaffa, Rishon LeZion. He came to promote craft [i.e, a vocation, a trade] in the country. In Europe 34,000 are learning a craft, youths and adults, including 13,000 refugees. The annual budget is $5 million, this year 2½. What does he want to do in the country? First to complete the vocational training of immigrants who didn’t finish their studies abroad – they number about 3,000. B. To give the youth an enhanced vocation, quality! The vocational schools he saw – the Shevah School (he didn’t see the [Max] Fein School) – their teachers are not modern enough (they were schoolchildren in Grodno), there’s too much industry, the principal isn’t an expert. In Geneva he established ORT [an institution] to train educators. I told him that if the objective of ORT is to teach and enhance work – well, this is one of the state’s main objectives. – [David Zvi] Pinkas asks about [a job for Zelig] Rosetzky [a former member of the Haganah’s National Headquarters]. I told him: He’ll work in oversight [auditing] in the financial department, as before, although not at the previous rank. He also asked about Even-Sapir – I told him: I don’t know details, but I was told that he isn’t Maccabi but rather ETZEL. I asked that today the [Foreign Affairs and Defense Committee] discuss elections in the army and if there’s time – garrison recruitment as well. He also wants to discuss NAHAL [No’ar Halutzi Lohem – Pioneer Fighting Youth, a combined military service and agricultural settlement program]. – The Defense Committee, as I suggested, discussed election arrangements in the army and for the army. – In the afternoon I left for Haifa.
