I asked Sherf to send a memo to all the municipalities and councils requesting 1) development plans - if they have them - that do not require financial support from the government, their total cost, the people they'll employ, etc. 2) plains that require financial support and the extent of support.
Also to ask Thon for information about the state of the Huleh [Hula] Concession, whether they're planning to close it, when, and if not - why.
- Pol [Abraham Polonski] came to see me from Paris. He asks whether to continue the [Haganah] activities in North Africa. In each of these countries there's an Eretz-Israeli commander, and there are cells in various cities - in Tunisia 200 men (school graduates), in Algeria 300, in Morocco 200 men, in Tangier (separately) 40 men. They train strictly with cold weapons. There were concerns about giving them weaponry. About 4,000 men were sent over here. 60 are listed as dissatisfied and want to return. Ever since Nahum [Shadmi] returned to the country, communication with the country has ceased. Without this communication the work cannot continue.
Pol proposes establishing an (unofficial) secretariat here for Haganah affairs in the Golah [Exile, i.e., Diaspora].
