{P001} {0188-67} 6 מרס הגיע הערב לידי הפרוטוקול של ישיבת מ.מ. (ובטלר) עם המשלחת הערבית ביום ה', 2 למרס 3.30 אה"צ. זה היה שעה וחצי לפני פגישתנו עם צמברליין בנוכחות מלקולם ובטלר... צמברליין הבטיחנו בישיבה זו שאין הממשלה כפותה עדיין לעקרון של פלשתינא עצמאית ולא התחייבה על כך כלפי הערבים. בישיבה לעם הערבים שעה וחצי לפני כך הגיד מ.מ. לצירים הערבים(ג'מאל, אנטוניוס, עלי מהר, תופי סוויידי, אבול הודה, פואד ביי חמזה, אלקדי מוחמד עבדאלה אל-שמי "on the constitutional side very far-reaching suggestions:)תימני( had been put forfard, holding out aprospect of a free Pal. in due course and of an early start on the work of devising a suitable form of constitution for an independent Pal. state. As regard immigratin, very severe restrictions had been suggested for a period of five years on the understanding that after that after that period the control of immigration would be handed over to whatever constitutional machinery might be set up as result of the deliberations of the Round Table Conference. As regards lands, it had been suggested that in certait areas land sales to Jews should be completly prohibited, and in other areas restricted. {0188-68} - ס"ה לא "רע" - מ.מ. בעצמו הגדיר את הצעותיו: These suggestions invalved a considerable modification of Br. policy in regard to Pal., and speaking frankly, M.M. thought that the Br. Gov. could not go any further in principle, although they would be prepared to discuss modifacation in details... -------------- בישיבה שאחריזו, בשבת בבוקר (4.3.39), לאחר שמ.מ. הציע הצעותיו להגנת המיעוט היהודי - אמר אנטוניוס: "the Jews were asking for the moon in demanding rights beyond those of an ordinary minority; if the were fewer they must submit--- דברים גלויים ! בסוף הישיבה הודיע מלקולם הודעה המיישבת את התנהגותו עם ההודעה שמסר בפניו ראש הממשלה : if agreement could not be secured on the matters which he had mentioned("safeguards",immigration,landsale),the Br.Gov.would re - gard themselves as released from their suggestion of an independent Pal. State." --------------------- רבע אחרי עשרה בערב בא אצלי ארטור. הישיבה עם הממשלה נסתיימה ברבע לפני אחת עשרה. מ.מ. סיפר לאנשינו מה הוא דיבר לערבים(חא הייתי צריך לשם כך לעזוב את חדרי, והקריאה בפרוטוקולים בזמן שחברינו היו בסנט ג'יימס נתנה לי {0188-69} יותר מסיפורו של מ.מ , וגם מבחינה זו אין לי להצטער על אי-הליכתי הערב) - ודופרין העיר בסוף שעד היום לא שמע מהיהודים הצעה "קונסטרוקטיבית". תמהיני מהי קונסטרוקטיביות בעיניהם ?.... למ.ה.מ. יש עמדה "קונסטרוקטיבית": לערבים יתנו - מחנק העליה היהודית. ליהודים יתנו - חיקת העצמאות הפלשתינאית...
