Jerusalem April 22, 1948 A delegation from Agudas Israel. They received a cable from [Dr. Joseph] Rosenheim [President of World Agudas Israel] and [Rabbi Isaac Meir] Levin: to opposes the "trusteeship" [proposal and] to join the yod-gimmel ["the 13," the provisional government or People's Administration]. It was accomplishd by pressure from Jerusalem. They have three committtees: in Jerusalem, in London, and in New York, with clashing tendencies in each of them. Here, too, the state-people won in the end. Their appointee [to the government]: [Rabbi] I.M. Levin. They're demanding an end to the negotiations over their share in the budget. They're demanding a stronger relationship with the Executive (I named Dobkin as the liaison) until I.M. Levin comes-and [they'll designate] a substitute. If the budget is straightened out-I.M. Levin will be able to return at once. They asked me about the political situation-and what I know and could say, I said. I complained about the non-mobilization of the yeshiva men. [Their reply]: There are only 300 men fit for mobilization-that's all that remain and their learning needs to be saved, too. One of the yeshiva men ("Sefat-Emet") has already been killed near Arza, and one was wounded. - A talk with someone from The New York Times. - A talk with Agronsky [Gershon Agron] about The Palestine Post. - The staff of [Operation] Jebusite: The plan for the evening cannot take place because the British are not leaving the [police] school. Therefore, they have an alternative plan: an attack on Bet Iksa, Shu'afat, Nebi Samwil, and to go as far as Neve Yaakov. I asked them to consult with Yitzhak Sadeh, who has gone to Ma'ale HaHamisha. I set up a P£ 600 fund for their urgent needs. - Ziama [Aran] came from a visit to Yemin Moshe. The commander, Shahar (Harlap), complains that they're not letting him act to improve Arab transportation to Hebron. The place is meant for that. He also gripes about the human material. Only 20 out of a hundred soldiers will come through-the others are ill, weak, cowardly, etc. - The mobilized force in Jerusalem: Moriah Battalion 529 fighting men, 167 in courses-total 696. Michmas [Battalion] (''Atarot, Neve Ya'akov, Kefar ''Etsiyyon, Sdom) 340 fighting men, 10 in courses-total 350. Bet Horon (Motsa, Hartuv, permanent camp) 297 fighting men, 50 in courses-total 350. Noam (permanent camp) 95 fighting men, 25 in courses-total 115 [120]. T.A.N. [women's auxiliary force]-115. AHD [training] (permanent camp) 50; military police (Mahane Yehuda) 115; garrison corps (full mobilization) 320; administration 250; garrison corps (partial mobilization) 1,000; fighting men 3,109, courses 252. Total 3,361. In the course of April, they'll spend P£ 6,000 on wages [for] 3,000 soldiers, 14,000 for support of a thousand soldiers' families, supplies (40 grosh per day) [total] P£ 36,000. On transport (gasoline, renting and buying motor vehicles) P£ 10,000, procurements (from the army) 10,000 (what?), 6,000 for fortifications. The buyer is [Mordechai] Aloni. - Yisrael [Amir] gave a report, proposals, and a budget [for a Haganah operation abroad]: Organization and mobilization $ 10,000 per month (England 500, Scandinavia 400, Belgium and Netherlands 400, France 800, Northern Africa 1,600, Italy 800, Germany and Austria 1,200, Czechoslovakia 400, Hungary 400, Bulgaria 400, Romania 400, European staff 2,300). For training: $ 17,000: In France: instructors' school, 60 in each group. Two camps for new recruits, 900 men per month $ 5,800. In Italy: instructors' school, 210 in each group. New recruits, 1,000 per group $ 7,250. In Germany: instructors' school, 60 in each group. Two camps for new recruits, 1,000 per month, $ 2,400. In Poland: instructors' school, 50 men, $ 800. In Hungary: instructors' school, 50 men, $ 1,250. An induction center in Paris was set up on March 1, 1948, out of two members: Moshe Averbuch [Agami] and Ya'akov Salomon. Yisrael suggests adding Nahum [Shadmi], Meir Sapir, [Yisrael] Carmi [Aliya Dalet].
