I returned from Tiberias in the afternoon.

       The Moshe [Dayan] and Abdallah [al-]Tall meeting took place. Tall telephoned Moshe in the morning [to ask] that during the meeting Moshe request a private conversation with Tall, because for him this would be awkward. During the private conversation Tall spoke about Latrun and ''Arava. He's prepared to evacuate part of Latrun and have a Jewish-Arab police replace them, on the condition that we allow a number of refugees to return to Lod and Ramle. He also proposed extending the ceasefire [line] up to Latrun [from Sha'ar HaGai]. Moshe answered that he's not authorized [to decide]. But they reached a gentlemen's agreement that by the next meeting there'd be a ceasefire. Regarding the train to Jerusalem, Tall proposed that the train would run - on the condition that he be allowed to transport people along the Bethlehem Road.

       Tall took it upon himself to discuss the matter of opening the dam [of the destroyed power station] with the Iraqis stationed in Naharayim.

       - Dr. [Dov] Yosef came to see me. Suggests immediately transferring to Jerusalem the offices and ministries of welfare, education, health, war wounded, religious affairs, custodianship of the enemy property, urban planning, office of statistics.

       - In the afternoon government meeting.

       - In the evening a conversation with the painter [Reuven] Rubin before he leaves for Romania [as the Israeli ambassador].
